This is not a sea bean or even a seed, but a gall, of the Oak. The gall, is caused by the wasp Andricus kollari, which inoculates oak trees with its eggs. The galls become detached seasonally and may fall into rivers and streams where they are brought to the sea and washed-up on beaches.
The specimen above was found on the high tide mark at Langstone Rock, Dawlish Warren, Devon. 21.04.16.
